CPUZ Mulitplier Win 7 x64 Ultimate Vs. Vista x64 Ultimate

Dual boot machine Vista x64 and Win 7 x64 - Both Ultimate
The CPUZ multiplier on my Win7 X64 Ultimate is reported as "23" (i7-940 C0, Asus P6T Deluxe) without fluctuation,no load (CPU Usage 0 - 1%).  Speedstep is enabled.  In Vista x64 Ultimate, CPUZ reports as expected
with Low multiplier of 12 reflecting the power savings,no load.
All CPU BIOS settings at default with exception of Mem voltage, at 1.64v.
I have read many responses regarding fluctuation and "too low" multiplier, in this case Win 7 reports a high multiplier on CPUZ, Vista I believe, reflects the correct low multipier in CPUZ for the i-7 940 at 12, no load.
Any ideas?
Again - All CPU BIOS at default with excepion of Memory voltage at 1.64v.
