Concatenating (merging text from more than one cell) not working properly in Excel 2013

I've been doing this for years in Excel; concatenating cells to form up a list of student email addresses.  I have column A containing first name, Column B containing  a period, Column C containing surname and Column D containing the school 'house address'
(eg @school.edu.au).
I then enter my formula as follows: =A&B&C&D.
This should deliver as follows (using fictional example) ;
*** Email address is removed for privacy ***
More often than not, it just repeats the formula and does not deliver the actual result; =A&B&C&D
Now sometimes it does work but there's no apparent pattern.
As far as I can see the cells have identical properties in terms of number format etc
At the moment, the only way to get it right is persistence in the face of frustration but surely their must be a consistent solution?
