Applications not running after PC crash - Win 7

Yesterday, I had a crash while running a game.
This crash was basically consistent with me not turning powerplay off on my ATI card.
Basically, I have no choice but to reset the PC.
This has happened in the past, and never had an issues recovering
after the reset.
This time it was different though: since that every time Win starts, I have the avast anti virus client starting up - it shows no issues, it even says everything is completely safe.
It simply shows up.
Now this wouldn't be much of an issue for me...the
other things however.
Since the crash, I'm unable to run the game I had running at the time, or ATI Catalyst Control Center, as well as another application that was also running in the background at the time of the crash.
Neither of these applications will open - no error
messages, just a second of thinking from windows and nothing happens.
Opera and Foobar were also running in the background and both run just fine since that.
I'm running Win 7 64bit on my PC.
I tried to look for threads similar to this before posting, and tried some of the suggestions:
I ran windows in safe mode: the game and the other application start up in safe mode, ATI CCC still won't.
After I restart the PC in normal mode, still none of them work.
I tried creating another user account, this one didn't fix anything.
System restore won't open either! Not only in normal mode, but it won't run in safe mode either.
Does the same thing as the other applications.

I have a hard time believing that all of these application files got corrupted when the crash happened, especially since one of the applications was just sitting in the background doing nothing, while foobar was playing music all along and still
works just fine.
Is it possible that windows would block certain applications from running due to the crash? I'm not sure if this is an issue with windows in general, or it's an issue with these specific applications?

You can try and enable the hidden Administrator account in Windows 7 and see if you can then change the User Account Control settings.

Enable Built-in Administrator Account
First you’ll need to open a command prompt in administrator mode by right-clicking and choosing “Run as administrator” (or use the Ctrl+Shift+Enter shortcut from the search box)
Now type the following command: net user administrator /active:yes

Then try changing UAC.

I would create another Administrator account that you can use in the future instead of the Built-In Administrator account.
If this account gets corrupted, it can't be recreated and you won't have it as a work around in the future.

Next, disable the Built-In Adminstrator account with the same command as above, but change active to no.

To check for Windows updates

Open Windows Update by clicking the Start button Picture of the Start button, clicking All Programs, and then clicking Windows Update.
