backup and restore- clicking on "change settings" and "manage space", no response

i really need to change backup settings and stuff, i know i can use installed program but CBF and it's easier
it doesn't response to may request, sometimes it does show the "processing" sign on cursor when i click it, but it does give a thing!
and what's even worse, (my laptop came with the windows 7 )they now started to charge people for the support of their own ___ product?!  
who ____ came out with the charging idea?

Have you tried changing the backup settings in safe mode?
 
Method 1 : Put the computer in Safe mode and see if the issue persists:

Method 2: Clean boot
If the issue does not repeat in Safe mode, there is likely a startup item or service is causing the issue.
