Amount of available free space on hard drive keeps fluctuating.

I have a Compaq CQ2103WM-B desktop running Windows XP, hard drive 139GB.  I started receiving high memory usage notices, started receiving low disk space notices.
I ran Disk Cleanup several times, it was very slow, constantly showing only 2 bars, sometimes
for hours.
It finally freed up some space and I deleted several programs and files, emptied the Recycle Bin.
After a few minutes the amount of free space started going down again.
For several days, I kept repeating this process, but the amount of free disk
space keep decreasing.
Now it fluctuates the amount of free disk space every few minutes.
I downloaded and ran CCleaner, it freed up some space and again it disappeared in a matter of minutes.
It has gotten so low that I can't watch videos, use System Restore,
download any other software or software updates (like Norton), can't download photos from my camera or save files in programs like Corel Draw.
Right now the free space is 3.97MB, it has gone lower, into the KBs, sometimes it goes up, but it changes even if
I do nothing.
I've scanned for viruses and malware, Norton managed to free some space but it lasted only a few minutes.
I don't know anything else to try.
Could it be a software issue, malware that Norton can not detect, hardware, or could it be that my system
has been hacked and someone is using the free space on my computer? Any information would be appreciated.

In disk-clean up,locate the button "other options" at the top i think it is,go to the
bottom of next page,locate "system restore" clean-up,this eliminates all but the last
restore,then run disk-clean up.Also,with a 139GB hd,you must have also of video/music
files on C: drive,maybe burn them to a cd.Also,in my compter,R.click C: drive,open,
scroll thru the folders & see whats taking up the space,installing a slave drive may be
youre answer.With that,you can move all the user data to the slave instead of having
C: drive handle all of it.
