Hi grandpajohn47,

Let’s first check if Internet Explorer is enabled to display animated Graphics Interchange Format (GIF) or not.

Check these settings:

a.    Open Internet Explorer (IE).
b.    Click “Tools” and select “Internet Options”.
c.    Click the “Advanced” tab.
d.    Scroll down to “Multimedia” section.
e.    Check the "Play Animations in webpages" option.
f.     Click “Apply” and “OK”.

Restart Internet Explorer and check if it can play animated GIFs.
