I'm using IE9 and recently installed the Bing Bar.  Every time I restart my computer the bar disappears.  If I hit alt view to manage the toolbars bing bar isn't listed in the tool bars.  If i try to reinstall it i get a popup saying that it's already
installed, and that i have to enable it from the "manage add-ons" menu in IE9.  However, when I go into manage add-ons it isn't there.  If I uninstall it then reinstall it, it will be usable until I restart, at which point I have to reinstall it again.  I've
also tried uninstalling bing bar, downgrading to IE8, reinstalling bing bar, then upgrading to IE9 and I still have the issue of the bar disappearing after restart.

[1] so something odd - if I run a full scan with windows defender (not a quick scan) the bing bar will return until i restart again.
[2] I'm considering doing a full factory reset when I have free day, but I'm worried about my office 2010 license.  won't I lose the license when I reinstall?

If Office 2010 came preinstalled (i.e., by the OEM) on the computer when you bought it, it will be reinstalled when you do the clean install of Windows using the disks that came with the computer (or which you created) or the hidden Recovery partition. You
may have to Validate the install of Office again but the license is still valid.
If you purchased & installed Office 2010 separately, you'll simply reinstall it after you do the clean install of Windows.
The license will still be valid.
